German municipalities tighten alcohol sales rules

In July 2026 Munich’s Administrative Court confirmed the legality of the city’s ban on take‑away bottled beer and other alcoholic drinks between 22:00 and 05:00 in the university district, lifting the previously imposed €5,000 fine but keeping the restriction in place. The ban, first introduced in 2025 after resident complaints about noise, litter and public urination, had been briefly rescinded in 2024 before being reinstated.

A few days later, the focus broadened to other German towns. In Hückeswagen, the municipal Ordnance Office carried out test purchases with minors aged 15‑17, finding that a majority of visited retailers sold alcohol to under‑age customers, prompting administrative violations and warnings. Meanwhile, Munich’s city council announced plans to enforce the night‑time sales ban more rigorously and to extend alcohol restrictions, including a city‑wide ban at the main train station. The court’s affirmation of Munich’s authority underpins these wider efforts to curb both underage drinking and late‑night alcohol-related disturbances across German municipalities.
