German-Russian espionage and mercenary legal actions

Overview

German authorities arrested a 53-year-old Ukrainian national, identified as Vadym Y., in the Brandenburg region on suspicion of spying for Russian intelligence. Prosecutors allege the individual has been in contact with Russian intelligence via an intermediary since July 2025. The suspect is accused of gathering military intelligence concerning the production of tanks, ammunition, and explosives, as well as targeting personnel within the European defense industry to obtain information regarding NATO’s eastern flank security.

While some sought information was publicly available, investigators claim the suspect specifically targeted contacts in the defense sector to obtain sensitive data. The arrest, carried out by the Federal Criminal Police Office in the Oder-Spree district, followed findings from the Federal Office for the Protection of the Constitution. The suspect is scheduled to appear before an investigating judge at the Federal Court of Justice in Karlsruhe to determine his detention.

German Chancellor Friedrich Merz stated that the arrest was not surprising and warned that Germany remains a target of intensive espionage activities. This arrest occurs amid heightened security concerns in Germany, as authorities have recently raised the threat level for Russian sabotage to “significant” following various drone-related incidents and suspected hybrid warfare activities.

In a separate development, Russia’s Federal Security Service (FSB) announced the detention of a German national on charges of mercenary activity. The individual, a former Bundeswehr soldier, is accused by the FSB of serving as a sniper for Ukraine’s territorial defense and subsequently signing a contract that he allegedly deserted. The German Foreign Ministry is working to clarify the circumstances of this arrest.
