German security debate over AfD and OPLAN access

Following the electoral success of the far-right Alternative for Germany (AfD) in Saxony-Anhalt, German defense officials are evaluating measures to restrict regional administrations led by the party from accessing sensitive national and NATO defense plans.

Bastian Ernst, head of the German Reservists Association, has formally demanded the withdrawal of the ‘Operationsplan Deutschland’ (OPLAN) from the Saxony-Anhalt state chancery. Ernst argued that if the AfD takes power, defense information could ‘with considerable certainty leak to Russia’. He proposed that the 1,000-page confidential document, which coordinates military mobility and NATO troop movements, be stored centrally at the Ministry of Defense to ensure access is only granted with prior official approval.

While Defense Minister Boris Pistorius has reportedly expressed support for the possibility of withdrawing the plan from the state to mitigate security risks, the German Federal Ministry of Defence has since defended existing security protocols. The Ministry stated there is no need to change the handling of the OPLAN, emphasizing the ‘need-to-know principle’.

According to the Ministry, a complete document is never transmitted to a federal state; instead, state commands serve as central points of contact that receive only specific information required for local tasks. Officials maintain that the reliability of recipients is closely monitored and that current protocols remain sufficient regardless of political developments in Saxony-Anhalt.
