Germany refugee protection status review

Overview

German Interior Minister Alexander Dobrindt (CSU) has announced plans to instruct the Federal Office for Migration and Refugees (BAMF) to conduct widespread reviews of the protection status of Syrian refugees starting this autumn. The initiative primarily targets single, unemployed young men receiving social benefits. In contrast, the government intends to offer individuals in essential sectors, such as doctors or nurses, the opportunity to transition to work-based residence permits.

To facilitate these changes, the government is looking to strengthen programs for voluntary return, noting that voluntary departures are more cost-effective than forced deportations. The 2027 budget draft reportedly includes increased funding for these programs, which currently offer premiums of 1,000 euros per adult. Officials suggest these policy shifts are influenced by the removal of Bashar al-Assad in late 2024 and the subsequent change in Syria’s situation.

Following a meeting between the Syrian Foreign Ministry and the German Ministry of the Interior in Berlin on September 24, the Syrian Ministry of Foreign Affairs and Expatriates denied reports claiming Germany intends to deport 700,000 refugees, calling such rumors “baseless.” Officials clarified that discussions focused on exploring possibilities for changing residency types for integrated individuals and reviewing files of those who previously received rejection decisions, in accordance with German laws.
