Ghana economic and energy policy engagements

Overview

Ghana is engaging in various high-level dialogues and summits focused on fiscal policy, energy transition, and foreign investment. In late August 2026, the West African Tax Administration Forum (WATAF) prepared to host its 8th High-Level Policy Dialogue and 23rd General Assembly in Accra to improve domestic revenue mobilization. Concurrently, the Tax Justice Network Africa (TJNA) participated in the Future of Energy Conference to discuss financing green industrialization.

By early September 2026, Ghanaian leadership expanded these efforts through international diplomatic engagements. In Washington, D.C., Asantehene Otumfuo Osei Tutu II met with US Chamber of Commerce officials to promote investment. During Africa Oil Week 2026, government representatives advocated for a pragmatic energy transition, with President John Dramani Mahama emphasizing that oil and gas must be utilized alongside renewables to support industrialization.

In the upstream sector, the Government of Ghana, GNPC, Shell Overseas Holdings Limited, and Chevron Sub-Saharan Africa Ventures Ltd. signed an MoU for exploration and production rights in the South Deepwater Tano Block. This was followed by two additional MoUs signed by Energy and Green Transition Minister Dr. John Abdulai Jinapor with ENI Ghana and Vitol Upstream Tano Ltd. These agreements cover offshore blocks GH WB 3 and GH WB 8 in the Tano Basin, spanning approximately 2,100 square kilometres. These moves are part of broader upstream reforms intended to increase competitiveness.

Midstream infrastructure is also advancing. Ghana Gas unveiled a growth plan featuring five priority projects, including the Takoradi-Tema Pipeline and a third unit for the Mainline Compressor Station, to expand system capacity.
