Ghana public university labor disputes
Overview
In August 2026, labor tensions rose within Ghana’s higher education sector. The Technical University Teachers’ Association of Ghana (TUTAG) at Kumasi Technical University threatened to withdraw services, including examinations and graduation ceremonies, if the government failed to settle salary arrears for 15 post-retirement contract faculty members by the end of the month.
Concurrently, the Ghana Tertiary Education Commission (GTEC) intervened in industrial actions involving the Ghana Association of University Administrators (GAUA) and the Technical University Senior Administrators Association of Ghana (TUSAAG). GTEC ordered senior management officials at public universities to cease strike participation, citing potential violations of the Labour Act, 2003 (Act 651) and conflicts of interest regarding their managerial and policy-making roles. Vice-Chancellors were directed to report non-compliant officials within 48 hours to ensure the continuity of essential services.
