Ghana trade facilitation and AfCFTA integration

Overview

Ghana is advancing trade facilitation and export competitiveness through regional partnerships and structural reforms. Initially, the Ministry of Trade, Agribusiness and Industry (MoTAI) renewed a partnership with TradeMark Africa to modernize border management and digital infrastructure along the Abidjan–Lagos Corridor, supporting the African Continental Free Trade Area (AfCFTA) and the WTO Trade Facilitation Agreement.

Building on these efforts, the government has focused on addressing non-tariff barriers, with Minister Elizabeth Ofosu-Adjare noting they present “more complex challenges for exporters than traditional tariffs.” Current initiatives seek mutual recognition of standards to reduce bottlenecks, specifically targeting agribusiness, textiles, and pharmaceuticals, with an emphasis on women-owned and small businesses.

To enhance agricultural trade, Deputy Minister for Food and Agriculture John Dumelo has advocated for a “borderless Africa,” emphasizing the need to overcome visa restrictions and infrastructure gaps. Domestically, President John Dramani Mahama has proposed the ‘Feed the Industries’ policy to link large-scale agricultural production with domestic processing, supporting Ghana’s ‘24-Hour Economy.’ A pilot program in the Central Region aims to create over 18,000 youth employment opportunities in farming and logistics, with the potential to scale to 250,000 jobs if implemented nationwide.

Furthering this strategic positioning, Ghana’s Ambassador to the United Kingdom, Sabah Zita Benson, highlighted the nation’s role as a gateway to the continent as the home of the AfCFTA Secretariat. She advocated for aligning government policy with private sector capital and traditional institutions to drive economic growth, while also calling for public-private partnerships to bolster creative industries and tourism.
