Global emergency service reforms and training

Overview

Regional authorities and humanitarian organizations continue to implement structural reforms and training programs to enhance emergency response and public safety.

In Spain, Huelva has undergone a major reorganization of its Municipal Civil Protection Service, which includes revitalizing its vehicle fleet with new all-terrain vehicles and ambulances, increasing volunteer training fourfold, and establishing Advanced Command Posts. Other safety initiatives include the ‘¡Prevenidos, listos, ya!’ campaign at l’Albir beach, led by Fundación MAPFRE and SEMES Socorrismo, to teach drowning prevention, as well as simulation exercises in Calp to test coordination between rescue teams.

In Mexico, training and equipment upgrades are expanding. The Colegio de Bachilleres del Estado de Chihuahua (Cobach) provided first aid training to over 100 staff members, while the ‘First Alerts’ program in Tequisquiapan, Querétaro, instructed ‘Peace Promoters’ in fire prevention and drill organization. Additionally, Playas de Rosarito has received four new emergency units, including a ladder truck and command vehicle, to bolster fire and rescue capabilities alongside intensive lifeguard monitoring.

In Ecuador, the Red Cross has conducted first aid workshops for private sector employees in Tungurahua to improve workplace safety. Furthermore, a Red Cross Imbabura mobile medical unit, in coordination with the Ministry of Public Health, has been providing preventive care to the remote community of Yuracruz to improve healthcare access.
