Global fuel market price and regulatory trends

Global fuel markets are experiencing volatility driven by shifting regulatory frameworks and price fluctuations in diesel and gasoline.

In the biofuels sector, biodiesel prices in Rotterdam reached a historic low of $985 per ton, falling below the cost of many maritime fossil fuels due to rising marine gas oil prices and EU emission target strategies. Regulatory shifts are also occurring in Argentina, where the Senate approved a reform to increase mandatory blending requirements for biodiesel and bioethanol. In Germany, greenhouse gas emission obligations for transport fuels are scheduled to rise through 2027, though the country will eliminate double-counting incentives for advanced biofuels in 2026 to prevent producer fraud.

In the United States, policymakers are implementing temporary measures, such as changes to diesel fuel taxation, to mitigate rising costs in the freight and agriculture sectors. However, the Engine Technology Forum has raised concerns regarding potential risks like high sulfur levels and equipment misfuelling. Meanwhile, in Portugal, fuel price forecasts show a divergence, with diesel prices expected to increase while gasoline prices are projected to decrease.
