Global prison violence and misconduct

Reports of violence, inmate misconduct, and institutional corruption have emerged from several correctional facilities across the Americas and Europe.

In Guatemala, an armed incident at a detention center resulted in the death of a gang-linked inmate and his wife. In Mexico, legal proceedings continued for a triple homicide and a shooting in Guanajuato. In Chile, four prison employees were dismissed following the discovery of a corruption network involving the irregular entry of food parcels into a Santiago detention center. Spain also reported violence in the Sevilla II prison, where staff were injured during an inmate fight.

Subsequent reports highlighted further incidents of misconduct and violence. In Argentina, prison agents are under investigation for alleged physical and sexual abuse of an inmate in a punishment cell. In Spain, additional staff injuries were reported at the Brians 2 facility during an inmate transfer involving an assault and death threats.

Recent developments in Spain have intensified scrutiny over prison safety and human rights. At the Brians 2 prison, three officials were injured when an inmate attacked them with a chair and physical strikes during a transfer between modules. Additionally, the Association for Human Rights of Andalusia (APDHA) has called for independent investigations into prisons in Huelva, Algeciras, and Puerto III. This follows a report from the European Committee for the Prevention of Torture (CPT) regarding testimonies of physical abuse by staff, including punches and kicks, often in areas lacking video surveillance. APDHA noted that structural deficiencies make it difficult for inmates to report abuses without fear of retaliation.
