Overview
Refining infrastructure developments in Ghana and Croatia are being implemented to bolster fuel supply security and regional energy stability.
In Ghana, the National Petroleum Authority has expressed confidence in the Sentuo Oil Refinery’s production capabilities through late 2026. Combined with the Tema Oil Refinery, domestic refining may meet between 25 and 30 per cent of national fuel consumption, offering a buffer against international market pressures.
In Croatia, INA and the MOL Group have commissioned a nearly EUR 700 million Delayed Coker Unit (DCU) at the Rijeka Refinery. This residue upgrading plant allows for the processing of heavier crude grades and eliminates the need to import vacuum gas oil (VGO). Since feedstock was introduced on September 1, 2026, the unit has operated continuously and is reaching approximately 70 per cent of its designed capacity. The project is expected to increase diesel yields by up to 30 per cent from the same volume of crude oil.
