Goiânia City Council leadership transitions

Overview

Municipal legislative leadership transitions have occurred in Goiânia, Brazil. Following an initial period of political maneuvering where Mayor Sandro Mabel expressed support for councilman Thialu Guiotti to succeed Romário Policarpo, a political consensus was reached.

Thialu Guiotti (Avante) was elected unanimously as the president of the Goiânia City Council for the 2027-2028 biennium. Upon his election, Guiotti stated, “I am not a defender of the city hall, I am a defender of the councilors who are here to legislate and oversee.” The new Board of Directors also includes Anselmo Pereira as first vice-president and Juarez Lopes as second vice-president.

Parallel to the leadership transition, the legal status of councilor Aava Santiago (PSB) has reached a significant development. Although the National Council of Justice (CNJ) had previously issued an injunction to suspend a removal decision based on allegations of improper use of generative artificial intelligence, the Regional Electoral Court of Goiás (TRE-GO) has since unanimously rejected Santiago’s appeals. The court upheld the decision that she lost her seat due to party infidelity following her move from the PSDB to the PSB.

As a result of this ruling, Michel Magul (PSDB) has taken office to fill the vacancy. While Santiago’s legal team intends to appeal to the Superior Electoral Court (TSE) to protect her mandate, the transition of power within the chamber is proceeding.
