Greece and Cyprus residential energy renovation initiatives

Overview

Greece and Cyprus have introduced or expanded various financial programs and administrative support systems to facilitate residential energy efficiency upgrades.

In Greece and Cyprus, new grant schemes have been announced. Greece extended the eligibility deadline for its €500 million ESPA 2021-2027 ‘Home Renovation’ program to September 30, 2026, while relaxing restrictions on the number of properties a single citizen can apply for. Simultaneously, Cyprus prepared to launch a €20 million scheme in September, offering grants up to €32,000 for specific energy efficiency investments such as thermal insulation, solar heating, and heat pumps.

To further support these transitions, the HERMES project—funded by the EU’s LIFE Clean Energy Transition program—is establishing ‘One-Stop-Shops’ to streamline the renovation process. These centers, planned for Athens, Trikala, and Kalamata, will provide centralized information on technical solutions, subsidies, and administrative procedures. The facility in Kalamata is expected to be operational by 2028.
