Greece defense modernization and industrial strategy

Greece has initiated a strategic military overhaul known as ‘Agenda 2030’. This plan focuses on enhancing deterrence through 522 fortification projects in critical border regions, including the Aegean islands and Evros. A major component of this strategy is a transition from simple defense spending to defense investment, aiming to transform the nation into a co-producer of military systems to drive national economic growth.

Technological development is central to this shift, particularly regarding domestic drone production. With the expected completion of the 309 Plant in December, annual production capacity is projected to rise from 5,000 to 15,000 drones.

To support these goals, Greece is preparing €30 billion in defense procurement programs, such as the ‘Achilles Shield’ and the €3 billion ‘Greek Dome’ program. These initiatives aim to ensure significant local industrial participation and value. The integration of Greek companies into international production chains is being facilitated through programs like the FDI frigate project, which has seen expanded international interest following Greece’s role as the first customer.
