Guanajuato state governance and economic development

Overview

Governor Libia Dennise García Muñoz Ledo has introduced several strategic initiatives for the state of Guanajuato. Initially, the administration announced an ‘Open State Policy’ supported by the United Nations Economic Commission for Latin America and the Caribbean (ECLAC). This policy seeks to foster transparency and a culture of ‘co-responsibility’ by making public information accessible across the Executive, Legislative, and Judicial branches, as well as municipalities and civil society.

Following this, the Governor outlined an economic strategy focused on transitioning the state toward advanced manufacturing and high-value technological sectors. Highlighting the deep economic integration with the United States—noting that bilateral trade reached approximately $47.7 billion in 2025—the state aims to strengthen local participation in global supply chains. To support this, Guanajuato is leveraging its logistics infrastructure and geographic position to connect local companies, many of which are micro, small, and medium-sized enterprises, to international markets.
