Guinea constitutional transition and elections

Overview

Guinea is progressing through a constitutional transition involving the scheduling of regional and senatorial elections. President Mamadi Doumbouya has set regional council elections for November 29 and senatorial elections for December 20. These votes follow May legislative elections where a presidential coalition secured over 80% of seats, despite boycotts from major opposition parties such as the UFDG and RPG.

Administrative restructuring has introduced complexities. While the number of administrative regions has increased to nine and prefectures to 44, certain new entities may face exclusion. Specifically, the newly created regions of Siguiri and Beyla currently lack the legal status required to function as decentralized local authorities, and eleven newly established prefectures are not expected to secure Senate seats during the December 20 vote.

In preparation for the senatorial vote, the Direction générale des élections (DGE) has implemented new financial regulations. Candidates must pay an electoral deposit of 30 million Guinean francs (GNF) to the Public Treasury at least 50 days before the vote and adhere to a campaign spending cap of 300 million GNF. Meanwhile, in N’Zérékoré, political figures have raised disputes regarding the reimbursement of deposits from previous elections. Cécé 1 Délamou, regional coordinator of the Front démocratique de Guinée (FRONDEG), noted that the 70-day legal window for refunds to candidates who obtained at least 5% of the vote has already passed.

Regarding the November 29 regional elections, the DGE has issued a formal communiqué extending the deadline for submitting candidacy files for municipal councilors. Candidates now have until October 27, 2026, at 11:59 p.m. to submit documentation to the reception commissions.
