Guyana oil cost recovery and gas development expansion

Overview

ExxonMobil has confirmed that the Stabroek consortium has recovered approximately US$55 billion in accumulated investment costs in Guyana, reaching this milestone two years ahead of the original schedule set under the 2016 Petroleum Agreement.

This completion of the cost recovery phase triggers a shift in the production-sharing agreement. Guyana’s share of oil production is expected to increase from 12.5% to 39.8%. While the consortium’s entitlement of barrels is projected to decline, the asset’s free cash flow is expected to rise materially due to higher profit oil allocation and lower capital expenditures.

As the country moves toward broader energy development, Alistair Routledge, President of ExxonMobil Guyana Limited (EMGL), has called for local private sector involvement to support gas development. Speaking at the Georgetown Chamber of Commerce and Industry’s 2026 Energy Luncheon, Routledge emphasized that an enabling investment environment is necessary to align offshore production with onshore demand. While a US$1 billion pipeline to the Gas-to-Energy project at Wales is expected to begin delivery later this year, a proposed second development in Region Six would require an estimated US$2 billion pipeline. Routledge noted that such large-scale infrastructure depends on substantial demand from sectors like power generation, aluminum melting, or data centers.

Amidst this expansion, Routledge has faced domestic pressure regarding the company's social role, stating that nation-building is ‘not our job’ in response to calls for the company to help raise living standards. Critics, including Thomas Singh of the University of Guyana, have described the current revenue-sharing agreement as ‘a terribly bad deal’ compared to nations like Norway or Brazil. Routledge defended the contract, noting that Exxon assumes all financial risk.
