Overview
Haiti has initiated several steps toward judicial reform and modernization. Initially, a delegation of 20 legal professionals, including lawyers and magistrates, traveled to France for specialized training. This training was intended to support the implementation of criminal justice reforms, focusing on new legal procedures, updated offense definitions, and the role of the public prosecutor to address issues like prolonged detention.
Following these efforts, the Superior Council of the Judicial Power (CSPJ) conducted a certification process for magistrates. After reviewing 159 dossiers, the Council certified 119 magistrates to ensure judicial officers uphold standards of integrity and competence. The review resulted in 17 magistrates failing to meet criteria, two removals for abandonment of post, and seven calls to retirement, while 14 dossiers remain on hold pending further investigation.
