Hamburg education sector budget cuts

Overview

Hamburg is experiencing significant tension regarding planned budget cuts for the 2027 and 2028 biennial periods. The austerity measures have prompted protests and warnings from various sectors of the city’s educational landscape.

In the higher education sector, institutions face severe financial pressure. HafenCity Universität (HCU) warned that projected reductions could cause a “55 percent loss of funding by 2028,” potentially leading to a 20 percent staff reduction. The University of Hamburg reported a structural deficit of 22 million euros, while HAW Hamburg anticipates a 15 percent reduction in student places by 2030. Protesters have expressed concerns that these measures threaten the city’s status as a “science metropolis.”

Simultaneously, secondary education is also facing scrutiny. The Association of Hamburg Gymnasium Principals and Study Seminars issued an open letter to Mayor Peter Tschentscher, arguing that gymnasium schools are being “disproportionately targeted for resource reductions.” Principals warned that cutting the substitute reserve to 99 percent of required staffing would result in increased lesson cancellations and hinder school development.
