Hamburg Elbtower construction and museum project uncertainty

The construction of the Elbtower in Hamburg remains stalled following the insolvency of the Signa Group in October 2023. While a consortium led by investor Dieter Becken has been in negotiations with insolvency administrator Torsten Martini to purchase the partially completed structure, the project faces significant hurdles.

A key element of the recovery strategy involved the city of Hamburg acquiring nearly half of the building for €595 million to house a new Natural History Museum. However, the viability of this plan has diminished. SPD parliamentary group leader Dirk Kienscherf has stated that the probability of the museum being implemented is “low” and that the likelihood of it moving into the Elbtower is currently “very low.”

Although new investors and a hotel operator have been secured and a building permit has been obtained, work has remained halted at a height of approximately 100 meters for nearly three years. Finance Senator Andreas Dressel attributed the ongoing delays to rising interest rates and construction costs. As of late August 2026, negotiations have reached a standstill, and there is no scheduled date for the resumption of construction.
