Hanoi housing development and land use adjustments

Overview

The Hanoi Party Committee Standing Committee has issued a temporary suspension on approving investment policies for new social housing projects. This pause is intended to facilitate adjustments to the city’s housing development plan, with authorities aiming to prioritize existing land funds and synchronized technical infrastructure to prevent wasteful investment.

A revised housing development plan, including project lists and implementation roadmaps, is expected to be finalized by November 30, 2026.

Following these planning reviews, the Economic and Budget Committee of the Hanoi People's Council has moved to adjust the list of pilot commercial housing sites. The Committee agreed to remove nine land areas, totaling 65.3 hectares, from the pilot list. This includes seven projects in Vinh Hung Ward and two projects in Phuc Thinh Commune, the latter due to overlap with the Bac Thang Long Urbancity multi-purpose urban area project.
