Hanoi social housing development initiatives

Hanoi is advancing several social housing initiatives to support low-income earners and industrial workers. In early August 2026, the Hanoi People's Committee approved the allocation of 62,275.2 square meters of land in Phúc Thịnh commune to Vihoce Tiên Dương Investment Joint-Stock Company for the Tiên Dương Park City project. This development, which includes approximately 3,530 apartments and 99 low-rise houses, is projected to accommodate about 12,465 residents. The total investment for the project is estimated at VND 9,307.4 billion, with the investor receiving an exemption from land-use fees for the housing portion. A related nearby development, Tiên Dương 2, is planned to span nearly 40 hectares and will include five 20-storey towers featuring 2,075 apartments.

To oversee these and other developments, Chairman Vu Dai Thang signed Plan No. 317/KH-UBND to monitor and inspect social housing investment projects citywide. Under this plan, Hanoi aims to commence construction on 114 approved social housing projects within 2026 and expedite 30 projects already under construction. The city is working to resolve bottlenecks regarding land funds, investment procedures, and administrative hurdles, targeting a minimum of 18,700 social housing units in 2026, with a potential market supply of up to 27,000 units. These efforts align with a long-term goal to complete 120,000 social housing units between 2026 and 2030.
