Haryana state economic and digital development initiatives
Overview
Haryana Chief Minister Nayab Singh Saini has engaged in several initiatives focused on technological advancement, digital governance, and economic investment. In early August, the Chief Minister met with a World Bank delegation to discuss expanding artificial intelligence, digital governance, and skill-development programs. Discussions centered on the joint AI Sandbox and the potential acceleration of the Haryana AI and Development Project, which includes an ‘AI Gurukul’ to train youth. Saini also highlighted plans for a modernized Parivar Pehchan Patra (PPP) 2.0 scheme and a state-wide Data Lake to enhance transparency. By late August, the focus shifted toward industrial and economic outreach. Saini led a high-level investment outreach program in Mumbai on August 23 and 24, serving as a precursor to the ‘Happening Haryana Global Investors Summit’ scheduled for April 2027. As part of the ‘Happening Haryana 2.0’ Global Capital Campaign, Saini held roundtable conferences with global investment firms to discuss opportunities in defense, manufacturing, technology, logistics, and Global Capability Centres (GCCs). In response to investor feedback, the state government committed to a time-bound action plan to simplify land and administrative approval procedures. In September, the government moved to provide direct financial support to the industrial sector, releasing a first tranche of incentives totaling Rs 311.25 crore to 670 beneficiaries via e-Kuber. This disbursement supports various schemes, including the Haryana Enterprises and Employment Policy (HEEP), the Logistics, Warehousing and Retail Policy (LWR), and the Plug and Play Scheme. Under a new process, 50 per cent of eligible incentive amounts are released within seven working days of application scrutiny via the Invest Haryana portal, with the remainder issued within 45 working days. Concurrently, the Chief Minister addressed regional infrastructure and civic issues in Gurugram. He directed officials to improve power supply, traffic, and amenities while addressing illegal colonies.
