Haryana welfare scheme implementation and monitoring

Overview

Haryana Chief Minister Nayab Singh Saini has initiated several directives to improve the implementation and monitoring of government welfare schemes across the state.

In early September, the Chief Minister ordered officials to prepare comprehensive beneficiary lists for the ‘Seva Sankalp Abhiyan’, a campaign running from September 17 to October 17 to commemorate Prime Minister Narendra Modi’s 25 years of public service. The initiative includes special programs at development project sites and the ‘Aashirwad Ka Diya’ event, where lamps are lit at beneficiary homes to highlight their experiences with welfare programs.

By late September, the focus shifted toward ensuring transparency and grassroots effectiveness. During a review meeting in Chandigarh, Saini emphasized that departments must deliver tangible benefits to farmers, women, youth, and rural communities rather than simply increasing statistical figures. He specifically highlighted the integration of the Integrated Fertiliser Management System (IFMS) with the Meri Fasal Mera Byora (MFMB) portal. This system uses POS machines to supply fertilizers only to verified farmers, a move that reportedly saved Rs 820 crore in subsidies between October 2025 and September 2026 by preventing black marketing and industrial misuse of urea and DAP. Additionally, the Chief Minister directed agricultural scientists to work directly in the field to address crop pests and diseases.

In early October, Saini expanded his focus to economic and environmental sustainability. He launched the ‘Startup Haryana Seva Sankalp’ program at Kurukshetra University to foster grassroots entrepreneurship across all 23 districts. Furthermore, during an agriculture fair in Hisar, he advocated for sustainable farming practices, including crop diversification, water conservation, and the adoption of modern machinery to combat changing climatic conditions.
