Healthcare fee and regulation disputes in Finland and Sweden

In Finland, the Social Democratic Party (SDP) has criticized government decisions to increase healthcare patient fees. Representative Kim Berg argued that rising costs create barriers to essential services, noting that patients have expressed concern over their ability to afford care. Data from the Finnish Cancer Patients Association indicated that nearly half of cancer patients find current fees financially burdensome, with some reporting they must cut back on necessities like food to afford treatment.

Political friction has emerged within the Finnish government regarding specific fee applications. Following previous agreements to exempt childbirth from new fees, the coalition underwent negotiations to reach a compromise on whether abortion procedures should be subject to new surgical and intervention fees. The government, led by Prime Minister Petteri Orpo, has moved forward with plans to introduce fees for certain elective abortion procedures. Under the proposed compromise, abortions performed at a person’s own request that require surgery, specific procedures, or special examinations could incur a fee of approximately 257 euros. However, abortions performed because the pregnancy threatens the life or health of the pregnant person or the fetus would remain free of charge.

Opposition parties, including the SDP and the Left Alliance, have labeled the move an “ideological attempt to penalize non-medical abortions through financial means.” In response, government ministers have stated that the opposition is spreading misinformation, clarifying that approximately 99 percent of abortions in Finland are medical and will not be subject to these new fees. Additionally, Helsinki Mayor Daniel Sazonov has called for all surgical abortions within the Helsinki University Hospital (HUS) system to be free of charge, arguing it is “principally problematic” to categorize abortions based on their underlying causes.
