Homicide investigation of U.S. citizen in Santo Domingo

Authorities in the Dominican Republic have arrested and charged two men, José Antonio Martínez Joseph and Juan Gabriel Marte Ramírez, in connection with the murder of Andy Louisaint, a 47-year-old U.S. citizen of Haitian origin.

Louisaint’s body was discovered in the Buenos Aires de Herrera sector of Santo Domingo Oeste, hidden under a staircase and sealed with concrete and plaster at a business called ‘Martínez Fashion Import’. Investigators reported the victim had been bound with adhesive tape and electrical wires.

Initial reports noted that Louisaint, an engineer and international relations expert, had recently made social media allegations against Haitian businessmen and political figures. However, subsequent investigations by the Ministerio Público identified the motive as an economic dispute involving an outstanding debt. Prosecutors allege that Martínez, a close associate of the victim, conspired with Marte Ramírez to execute the killing on September 10, 2026, after intercepting Louisaint following a business meeting.
