Honduran Copeco operations and oversight

Overview

An investigation by ICN Investiga revealed discrepancies in the distribution of humanitarian aid by Honduras’ National Contingency and Risk Management Secretariat (Copeco). Following heavy rains in October 2025, records showed that 47.4 million lempiras were used to purchase 40,578 units of aid, yet 6,125 items were delivered to seven communities with no official reports of damage. Furthermore, 27,153 items were distributed to various institutions, churches, and individuals without specific destination details in delivery logs. Only 13 of the 491 neighborhoods and villages officially registered as affected by the rains were identified as recipients.

In separate activities, Copeco announced a tsunami drill on the beaches of Cedeño in Marcovia, Choluteca, to observe World Tsunami Awareness Day. The exercise, involving students, firefighters, and the Red Cross, aims to test evacuation times and risk maps. Additionally, the agency issued weather forecasts predicting scattered rains and electrical storms across several regions of the country.
