Honduran municipal funding and legislative decentralization
Overview
The Honduran government and legislature have taken steps toward decentralizing resources and political activity to local municipalities.
In late September, the government released over L533 million in transfers to 298 municipalities to cover pending resources through September. This disbursement was coordinated by the Ministry of Finance and the Association of Municipalities of Honduras (AMHON) to ensure all local governments could manage community needs regardless of political affiliation.
Following this, the National Congress launched the ‘Congreso en tu Ciudad’ (Congress in your City) initiative, beginning with a session in Danlí, El Paraíso. This mobile legislative program, scheduled to run through 2030, aims to bring decision-making closer to local communities.
During the session in Danlí, the National Congress announced a massive investment package for the El Paraíso department, with proposed investments for infrastructure, health, and basic services estimated between 3,200 million and 3,700 million lempiras. A significant development includes the approval of a project to build a four-story clinic for the Instituto Hondureño de Seguridad Social (IHSS) in Danlí, a project that has been pending for 34 years. Construction is tentatively targeted to begin in 2028.
Other legislative actions include motions to improve potable water access via 50 million lempiras for topographical studies and a request for 1,500 million lempiras to support coffee producers. The broader infrastructure agenda encompasses road paving, bridge construction, rural road rehabilitation, and electrification projects across 19 municipalities.
