Hong Kong MPF reforms and market performance

Overview

The Chamber of Hong Kong Listed Companies continues to press the MPF regulator for a streamlined approval pathway for locally listed ETFs and longer-term rules allowing members to select qualified ETFs themselves.

Following the MPF Schemes Authority’s early August revision to permit categorical approval of physical Gold ETFs, the system saw improved performance. In July 2026, the MPF portfolio posted a 0.54% gain (US$9 billion), bringing year-to-date earnings to US$97.7 billion and total assets to approximately US$1.68 trillion. The average account balance for the scheme’s 4.79 million members reached US$350,123.

By late August, monthly returns rose to an estimated 1.85% as of August 21, generating approximately HK$31.1 billion in gains. This brought the average year-to-date gain per member to HK$26,561. Growth was driven largely by Asian equity funds, which rose over 26% due to technology stock volatility in South Korea and Taiwan, and RMB bond funds, which achieved a year-to-date return of 5.47%—the highest for that asset class since the MPF system began.

Francis Chung, Chairman of MPF Ratings, advised members to maintain diversified portfolios to mitigate risks from potential shifts in U.S. economic and trade policies. He noted that the divergence between high U.S. Treasury yields and rebounding mainland Chinese bond markets offers significant diversification benefits.
