Housing and urban development in Catalonia
Overview
In Barcelona, municipal surveys indicate a significant rise in housing access concerns, which have increased from 6.7% of respondents in 2022 to 23% recently. This shift makes housing the most significant issue in the city, closely following insecurity. Over a ten-year period since 2016, reported concern for housing access has increased by more than 1,000%.
Regional efforts to address housing and infrastructure are expanding across Catalonia. In Reus, plans are set to repurpose the former Pich Aguilera factory for the construction of 190 official protection housing units under the ‘Pla 50.000 Habitatges’, with demolition scheduled for 2027. In Igualada, local political proposals include building affordable rental units on municipal land, increasing subsidies to rehabilitate approximately 1,600 vacant properties, and adjusting urban planning to allow residential use in industrial areas. In La Granadella, two municipal rental apartments priced at 400 euros per month have been opened for families and young people.
In Sant Cugat, local organizations have issued a manifesto warning that escalating costs threaten the community's social fabric, calling for rent regulation and limits on real estate speculation. To assist residents, the Catalan government’s ‘Préstecs Emancipació’ program has facilitated the purchase of over 2,000 homes since June 2025, providing interest-free loans of up to 50,000 euros to help cover down payments.
