Hungarian housing and infrastructure policy shifts

The Hungarian government, under the Tisza administration, has implemented a suspension of construction permits for priority housing projects, including those under the Otthon Start Program (OSP), effective until December 31. Minister of Transport and Investment Dávid Vitézy stated the review aims to ensure developments align with local infrastructure, environmental, and quality standards. This policy shift affects approximately 34 projects involving 22,000 new homes and may signal a transition toward rental housing programs rather than ownership-focused development.

In addition to housing, the government is modifying infrastructure plans to manage costs. Regarding the Mohács Danube Bridge project, Minister Vitézy announced that while the bridge will be constructed as planned, a previously approved expansion of the road network on the Great Plain side will be scrapped. A 20-kilometer section originally intended as a four-lane dual carriageway will instead be built as a two-lane road, a revision expected to save between 74 and 76 billion HUF. These funds are slated for redirection toward national road network renovations. This decision has faced criticism from Fidesz representatives, who argue the reduction in technical scope lacks strategic foresight and penalizes rural regions.

Regulatory tightening continues as the government revokes the ‘special status’ of several major investment projects, including developments in Tihany, Gyál, and the Pázmány Péter Catholic University campus. These projects must now comply with standard national and local building regulations. Furthermore, the government is modifying architectural laws to align large-scale housing projects with upcoming residential programs.
