Hungarian textbook approval and regulation

Overview

The Hungarian Ministry of Education and Youth announced the approval of 145 new supplementary textbook applications to expand the available materials for schools. Minister Judit Lannert stated this expansion aims toward “restoring teachers' freedom to choose textbooks” and providing professional tools for learning.

However, the publisher Mozaik Kiadó expressed professional disagreement with the current regulatory system. The publisher reported that its application to include entire textbook families was unsuccessful, noting that the current registry appears to restrict publishers to offering only supplementary tools rather than complete textbook sets. In response to these restrictions, Mozaik Kiadó announced it will provide its textbooks and workbooks for free to teachers and students via its digital platform until the 2027/2028 ordering period.
