Hungary energy diversification and nuclear strategy
Overview
Hungary is pursuing a strategic shift to diversify its energy sources and reduce dependence on Russian natural gas, with a target to end such dependence by October 2027. Under the administration of Prime Minister Peter Magyar, the government is exploring alternative gas routes and negotiating with Croatia to utilize the Adria pipeline capacity.
Central to this transition is the role of nuclear energy. Authorities are reviewing the Paks II nuclear power plant expansion and investigating the possibility of extending the operation of Paks I reactors for 20 years beyond 2032. Attila Ságodi, CEO of Paks II. Zrt., stated at the Portfolio Energy Investment Forum 2026 that nuclear and renewable energies are “complementary technologies” essential for meeting the rising energy demands of electrification and data centers. He further emphasized that Europe must develop internal manufacturing capacities for power plants and equipment to ensure energy sovereignty.
However, this strategy faces geopolitical friction. The European Commission is reportedly exerting pressure on the Hungarian government to cease cooperation with Russia regarding nuclear energy projects. This follows claims from the Russian Foreign Intelligence Service (SVR) that Brussels is conducting a campaign against the Russian state corporation Rosatom to prevent projects involving Russian companies.
Domestic energy stability remains a concern. Data from August 2026 shows a significant surge in electricity imports, which rose to a 27.1 percent share of the total—a 134 percent increase in volume compared to the previous year. This surge, totaling an additional 630 GWh, was driven by high summer temperatures and production losses at domestic plants, particularly during evening hours when solar production declined.
