Hungary environmental regulation and fine increases

Overview

Hungary has implemented stricter regulations and penalties regarding the unauthorized use of natural resources and environmental damage. Initial measures focused on forest resources, where collecting materials such as fallen branches, moss, acorns, or pine cones without explicit permission is classified as theft. Unauthorized gathering can result in fines between 50,000 and 500,000 HUF. Specific restrictions include a 20 cubic meter annual limit for residential firewood and prohibitions against breaking branches from living vegetation.

Following these measures, the government announced further tightening of environmental laws. As of October 25, new rules target large-scale industrial pollution. For companies with annual net revenues exceeding 100 million HUF, the maximum fine for environmental damage has increased from 2 billion HUF to 5 billion HUF, or 5 percent of the previous year’s net revenue. For repeat offenders—defined as those fined at least twice for pollution within the last five years—the minimum fine is set at either 5 million HUF or 0.5 percent of their previous year’s net revenue. The Ministry for Environmental Responsibility stated these measures aim to ensure that environmental pollution is not treated as a “mere cost of doing business.”
