Inauguration and operational rollout of Torre Centinela

Overview

The Chihuahua State Government has inaugurated the Torre Centinela in Ciudad Juárez, a 20-story, 114-meter-tall surveillance and operational coordination complex. Serving as the command center for the ‘Centinela strategy,’ the facility integrates intelligence from 13 regions using over 10,000 interconnected cameras, nearly 1,800 license plate readers, and various drone and anti-drone systems to facilitate real-time coordination between municipal, state, and federal agencies.

Governor Maru Campos and State Security Secretary Gilberto Loya led the inauguration, noting that the Centinela model has contributed to significant crime reductions. Specifically, authorities reported an 18 percent drop in intentional homicides and a 46 percent decrease in the overall homicide rate since 2021. The complex is designed to house more than 600 personnel and utilize artificial intelligence to process surveillance data.

Despite these reported successes, the project has faced scrutiny. Critics, including Morena coordinator Cuauhtémoc Estrada, have questioned the emphasis on ‘monumental architecture’ rather than direct resource allocation for border infrastructure, with some labeling the event a ‘cult of personality.’ Furthermore, while the total project value exceeded 4.7 billion pesos, financial records indicate the state still owes approximately 457.5 million pesos to the contractor, Seguritech Privada.

Operational details have since emerged regarding the facility’s specialized command centers. Level 15 houses the C7-IA center, which manages 911 emergency reports by integrating citizen data with video surveillance to coordinate authorities. Level 16 serves as the Tactical Analysis Command Center, utilizing the Centinela Platform for land, aerial, and virtual tracking. This intelligence supports the Special Detective Group and allows the SWAT Special Force to conduct technical interventions through the UNOPEM operational cycle.
