Incheon economic and technological development strategies

Incheon is implementing strategies to modernize its economy through international trade shifts and technological advancement. Research from the Incheon Institute suggests a pivot in trade relations with China, recommending a move toward high-growth hubs like Beijing, Shanghai, and Shenzhen to focus on sectors such as AI, the digital economy, and energy transition. Additionally, local small and medium-sized enterprises (SMEs) are increasingly looking toward Southeast Asia, particularly Vietnam, for overseas investment.

To support these industrial shifts, Incheon Metropolitan City and Incheon Techno Park have launched the ‘Incheon ICT Complex’. Funded by both national and local government resources, the facility is designed to foster artificial intelligence (AI) and software talent. The complex aims to drive the ‘AI transformation (AX)’ of local industries, particularly in the manufacturing sector, by providing training, practical consulting, and digital technology education.

Building on these technological foundations, the city is actively showcasing its advancements in smart city innovation and semiconductor technology. At the 2026 World Smart City Expo, Incheon presented its vision for a ‘Global Smart Mega City,’ highlighting AI-driven industrial complexes, digital twin solutions for urban analysis, and smart transportation systems.

Furthermore, the city is positioning itself within the semiconductor supply chain. During the KPCA Show 2026 at Songdo Convensia, industry players such as YMT demonstrated advancements in Glass Through Via (TGV) technology, addressing the growing demand for glass substrates in next-generation semiconductor packaging.
