India-Japan economic and trade cooperation
Overview
Indian Commerce and Industry Minister Piyush Goyal led a 200-member business delegation to Japan—India’s largest-ever delegation to the country—to strengthen the Special Strategic and Global Partnership. Traveling through Tokyo, Nagoya, and Osaka, the delegation engaged with major conglomerates and industry federations to focus on sectors including semiconductors, artificial intelligence, clean energy, automotive manufacturing, and healthcare.
During the visit, Goyal held bilateral talks with Japanese Minister of Economy, Trade and Industry Akazawa Ryosei and participated in roundtables with Keidanren. He also met with leaders from Mitsubishi Corporation and Meiji Seika Pharma Co. Ltd. to explore manufacturing and R&D opportunities. Discussions with financial institutions, such as Mitsubishi UFJ Financial Group (MUFG) and Mizuho, focused on strengthening long-term capital flows.
To encourage investment, Goyal assured Japanese firms of India’s regulatory stability and the protection of intellectual property. He specifically addressed concerns regarding entrepreneurship, noting that in India, investors do not need to fear they will “suddenly disappear after becoming successful, only to reappear later as professors at a Japanese university.” This remark was widely interpreted as a reference to the regulatory scrutiny faced by Alibaba founder Jack Ma in China.
Significant developments included a partnership in the healthcare sector, where Japanese pharmaceutical company Mizui Sika Pharma plans to provide technology to the Serum Institute of India to manufacture a fever vaccine locally. Overall, Japan aims to invest 10 trillion yen in India over the next ten years, targeting critical minerals, AI, and various manufacturing sectors. Goyal also emphasized India’s strategy to expand its free trade agreements to eventually cover 75 percent of global trade.
