India-Pakistan diplomatic tensions at the United Nations

Overview

During meetings of the United Nations General Assembly, India has issued multiple ‘Right of Reply’ statements criticizing Pakistan on various security and governance issues. In the First Committee, India warned against what it termed ‘nuclear blackmail,’ asserting that its military and nuclear posture remains defensive under a ‘no-first-strike’ policy. Indian officials criticized Pakistan for using nuclear threats to shield sub-conventional activities and terrorism, stating that nuclear weapons should not be treated as ‘routine instruments of statecraft.’ In the Sixth Committee, the focus shifted to the rule of law. India accused Pakistan of using international forums to divert attention from its own domestic issues, including the treatment of minorities, press freedom, and judicial independence. Indian representatives claimed Pakistan lacks moral authority on these matters, alleging that ‘the military is the rule and the law’ and citing the arbitrary imprisonment of former Prime Minister Imran Khan as evidence of a breakdown in democratic stability. More recently, Indian diplomats raised formal objections to UN reports. Addressing the General Assembly’s Third Committee, diplomat Raghoo Puri criticized a report by Special Rapporteur Ben Saul for ‘glaring inaccuracies’ and ‘incompetence.’ Specifically, India rejected a counter-terrorism report that described the criminal syndicate D-Company as an ‘India-based’ organization, noting the report failed to acknowledge that Dawood Ibrahim has been a wanted terrorist in India since 1993 and resides in Pakistan. During an interactive dialogue with the UN Special Rapporteur on Freedom of Religion or Belief, Bhavika Mangalanandan, First Secretary of India’s Permanent Mission to the UN, argued that Islamabad lacks the standing to lecture New Delhi on religious freedom. India also challenged a UN report concerning religious discrimination during the COVID-19 pandemic, noting it appeared to focus disproportionately on the Global South.
