Overview
In late July 2026, India’s Ministry of Panchayati Raj announced two successive digital initiatives aimed at strengthening local self‑government. On 27 July, Union Minister Rajiv Ranjan Singh launched the AtmaNirbhar Panchayat programme together with the Samarth portal, a system designed to give village and block panchayats greater financial autonomy by managing revenue streams, taxpayer registration, online payments and real‑time monitoring. The rollout includes a plan for 350 income‑generating projects over four years, supported through public‑private partnerships, CSR funds and bank financing, with early adoption by states such as Chhattisgarh and Himachal Pradesh.
Two days later, on 29 July, the ministry introduced the DAANVEER platform, a citizen‑participation portal intended to further digitise gram panchayat infrastructure. Developed with the National Informatics Centre and DigiHaat, DAANVEER enables individuals and organisations to donate equipment and funds directly to meet specific technology needs of local bodies. Officials highlighted the platform’s role in the broader “Viksit Bharat” vision, emphasizing faster service delivery, transparency and improved governance.
By late August, the DAANVEER initiative was further detailed as a “people-led computer crowdsourcing program.” Through the Meri Panchayat App, donors can identify eligible Gram Panchayats in need of hardware and use DigiHaat, an ONDC-enabled digital marketplace, to purchase standardized computer bundles. The process features digital payments, real-time tracking, and provides donors with a digital Certificate of Appreciation upon acknowledgment by the Gram Panchayat Secretary. This initiative is intended to complement existing programs like the Rashtriya Gram Swaraj Abhiyan (RGSA) to enhance grassroots digital service delivery and record-keeping.
