Overview

India is negotiating with Russia to significantly expand its air defense capabilities. Following the successful use of the S-400 system during Operation Sindoor to neutralize airborne threats, Russia has submitted a formal Bill of Quantities proposal to India for the acquisition of five additional S-400 Triumf surface-to-air missile squadrons. Final approval for this purchase is currently awaiting clearance from the finance ministry and a decision by India’s Cabinet Committee on Security.

Negotiations have intensified as Russian President Vladimir Putin is expected to discuss advanced military hardware proposals with Indian Prime Minister Narendra Modi during the BRICS summit. To address India’s immediate combat-aircraft gap while its indigenous Advanced Medium Combat Aircraft (AMCA) program develops, Moscow is offering the Su-57 stealth fighter with significant incentives. These include technology transfers, joint production, and access to the Product 177S engine. Kremlin spokesperson Dmitry Peskov confirmed that “technology transfer is a key part of the discussions.”

In the air defense sector, Russia is promoting the S-500 Prometheus as the successor to the S-400. These offers come as India faces regional competition from China’s J-20 stealth fighters and seeks to reduce long-term reliance on foreign suppliers through domestic programs like Project Kusha. This follows a 2018 contract for five S-400 systems, with the final unit expected to arrive in India by November 2026 for deployment in the eastern sector.
