Overview

Indonesia is facing significant challenges regarding its digital infrastructure and cybersecurity landscape. The Ministry of Communication and Digital (Komdigi) has identified high fragmentation among over 1,600 Internet Service Providers, which has contributed to issues such as poor network latency.

As the .ID domain market share grew to 58 percent by mid-2026, security concerns have risen. PANDI reported over 32,000 cases of domain abuse in the first half of 2026, with online gambling, phishing, and malware being the primary threats. In response, PANDI is developing BIMA v2.0, an AI-based application to improve the detection of domain misuse.

These issues follow a period of massive cyberattack activity recorded in 2025. During that year, attacks surged from 133.4 million in the first half to 234.5 million in the second half, peaking in December. The most common methods included network protocol manipulation and administrative privilege takeover, with Tangerang and Yogyakarta identified as high-volume areas for these incidents.
