Indonesia Ministry of Law digital and policy reforms

Overview

Indonesia’s Ministry of Law is undergoing a digital transformation and policy overhaul to support the administration of President Prabowo Subianto and Vice President Gibran Rakabuming Raka through the Astacita program.

As part of this initiative, Minister of Law Supratman Andi Agtas has targeted 24-hour accessibility for all services under the Directorate General of Legal Administrative Affairs (Ditjen AHU) by November 9, 2026. This involves migrating data and business entity services from the old AHU Online system to a new system called PASTI AHU. Currently, 15 services, including those for business entities, wills, and apostilles, are already available 24/7.

Beyond digitalization, the ministry is focusing on regulatory simplification, deregulation, and the harmonization of laws. To improve legal access, the ministry has established 83,960 Legal Assistance Posts (Posbankum) in villages and sub-districts. These posts have mediated 14,000 out of 16,000 complaints, a process estimated to have saved the state approximately Rp1.2 trillion by reducing the need for court proceedings.
