Indonesia teacher welfare and qualification initiatives

Overview

The Indonesian government is implementing several initiatives to improve teacher welfare, academic qualifications, and professional status. Initially, the Ministry of Primary and Secondary Education expanded the Academic Qualification Fulfillment Program (PKA) from 12,500 to 150,000 participating teachers, using the Recognition of Prior Learning mechanism to help educators obtain degrees. Minister Abdul Mu’ti also announced that non-civil servant (non-ASN) teachers would have opportunities to test for civil servant (PNS) or government employee (PPPK) status, with a plan to transition all part-time PPPK teachers to full-time status by 2027.

Following these policy shifts, the government allocated over Rp14 trillion for non-ASN teacher allowances in 2026. To address income inequality—where surveys indicated a large percentage of contract teachers earn less than Rp2 million per month—professional allowances are slated to increase from Rp1.5 million to Rp2 million. The government also plans to accelerate Teacher Professional Education (PPG) for 230,000 teachers and provide technology, AI, and coding training for an additional 361,000 educators.
