Indonesian crackdown on online gambling and illegal lending

Overview

Indonesia continues to face significant challenges regarding the accuracy of social assistance (bansos) distribution as authorities crack down on online gambling. In Kediri City, the number of blocked recipients rose to 1,641 following data synchronization. The Ministry of Social Affairs is investigating a broader phenomenon of identity theft, where the identity cards (KTP) of vulnerable citizens are misused by others for gambling or asset purchases. In Kulonprogo, aid suspensions have also been linked to data synchronization errors and incorrect electricity ownership data. The Ombudsman RI has warned against ‘administrative reductionism,’ noting that rigid data classifications may fail to reflect true economic realities.

In Yogyakarta (DIY), the Financial Services Authority (OJK) has identified a direct link between online gambling and the increased use of online loans (pinjol). OJK DIY Head Eko Yunianto stated that individuals who lose money in online gambling often turn to fintech peer-to-peer (P2P) lending to secure quick funds. Outstanding P2P lending in the region rose to Rp1.41 trillion in the second quarter of 2026, up from Rp1.20 trillion in the same period in 2025.

The social impact is reflected in the Yogyakarta Social Services (Dinsos) report, which noted that as of July 16, 2026, 31,649 recipients of the Family Hope Program (PKH) had their benefits revoked due to suspected involvement in online gambling, representing 17.74% of the region’s total PKH recipients. Meanwhile, Bareskrim Polri reported that online gambling fund turnover in the first half of 2026 was approximately Rp86.8 trillion, a decrease attributed to increased law enforcement and site blocking.
