Indonesian regional civil servant discipline enforcement

Regional authorities in Indonesia have implemented intensified enforcement measures to address absenteeism and lack of discipline among civil servants (ASN).

In mid-August, authorities in Bengkulu announced a policy of actively locating and retrieving employees found absent during working hours to prevent disruptions to public services. Similar patrols were conducted in Aceh, where officials apprehended civil servants found outside their offices during work hours.

By late August, enforcement actions expanded to other regions. In Tangerang, surprise inspections were used to reprimand staff for failing to attend mandatory morning assemblies. In Bekasi, the municipal public order agency (Satpol PP) reported finding civil servants at malls, cafes, and markets during work hours. While standard disciplinary protocols involve recorded warnings, stricter measures including immediate warnings or dismissal apply to honorary workers and Government Employees with Work Agreements (PPPK). Satpol PP has planned bi-weekly raids to maintain these disciplinary standards.
