Infrastructure protests in Emiliano Zapata, Veracruz

Overview

In the municipality of Emiliano Zapata, Veracruz, deteriorating road infrastructure has escalated from a localized safety hazard to a source of civil unrest. Initially, residents reported a sinkhole on the road connecting La Bocana and El Aguaje, caused by heavy rains in September of the previous year. Concerns were raised that the current rainy season could further compromise the asphalt and isolate rural communities from the Xalapa-Veracruz federal highway.

Following these persistent issues, residents of the Alborada community initiated blockades of the Las Trancas-Coatepec highway to demand urgent repairs. Protesters cited severe asphalt deterioration and a series of accidents, including fatal incidents, as primary drivers for their actions.

On September 2, 2026, tensions escalated as security forces from the Secretaría de Seguridad Pública (SSP) deployed anti-riot units to clear blockades at locations including Santa Lucía and El Chico. Officers removed various obstructions such as tires, ropes, and metal structures.

Demonstrators expressed growing frustration over unfulfilled promises from both municipal and state authorities. They noted that a previous agreement signed on July 14, 2026, regarding infrastructure improvements had not been honored, as scheduled works failed to begin. While local Mayor Daniel Baizabal González had previously committed to addressing the damage, the community continues to call for the direct intervention of Governor Rocío Nahle García to ensure state-level action.

Following the intervention by the SSP, an agreement was reached with the Veracruz government. The Secretariat of Infrastructure, Communications, and Public Works (SIOP) has committed to beginning rehabilitation efforts on September 17.
