International calls for Houthi terrorist designation

Overview

Diplomatic pressure is mounting on the international community to officially designate the Houthi movement in Yemen as a terrorist organization.

On October 17, the Gulf Cooperation Council (GCC) Ministerial Council in Bahrain called for this designation, citing Houthi attacks against Saudi Arabia that targeted civil airports and areas near the Two Holy Mosques. The GCC emphasized that attacks on member states constitute an attack on all members under their Joint Defense Agreement and urged strict enforcement of UN arms embargos to prevent the acquisition of drones and missiles.

Following this, on October 22, the European Parliament adopted a resolution urging the European Union to grant the group terrorist status, including its political and military wings. The Parliament condemned Houthi strikes against Saudi Arabia, Israel, and the United Arab Emirates, specifically highlighting attacks on maritime shipping and energy infrastructure in the Red Sea and the Bab al-Mandab Strait.

The resolution proposed freezing the financial assets and economic resources of the Houthis and their supporters within the EU to prohibit individuals and companies from providing funding. Members of the European Parliament also highlighted the humanitarian crisis in Yemen, noting that hostilities have increased civilian casualties and displacement. Additionally, EU foreign policy chief Kaja Kallas emphasized that the Houthis are “financed, equipped, and trained by Iran.” The Parliament further denounced the coordination between the Houthis, Hezbollah, and other Iran-backed groups, asserting that regional stability requires the disarmament of non-state armed groups. The Yemeni government has expressed support for the designation, viewing it as a vital step for regional security and maritime safety.
