International military aid to Ukraine
Overview
Bulgaria has reported the recovery of over 245 million euros in military and military-technical assistance provided to Ukraine between 2022 and October 2026. Defense Minister Dimitar Stoyanov noted that while 11 packages of weaponry worth nearly 340 million euros were sent, certain costs for armored transport vehicles were not eligible for reimbursement.
Regarding United States support, reports indicate that approximately 57 percent of the funds allocated under the Ukraine Security Assistance Initiative (USAI) have been delivered. While 33.5 billion USD has been allocated since February 2022, only 19.2 billion USD in weapons and services had been provided as of March 2026. President Volodymyr Zelenskyy has stated that Ukraine is still owed approximately 16 billion USD in confirmed but undelivered financial assistance.
Following a November 2025 announcement, the White House noted that under President Donald Trump, the US has ceased direct funding for the conflict but continues to sell weapons to Ukraine through NATO. Russia has criticized these shipments, with Foreign Minister Sergey Lavrov warning that they constitute legitimate targets for Russian strikes.
