International responses to Canada-led defense bank
Overview
The Defense, Security and Resilience Bank (DSRB), a Canadian-led initiative designed to finance the defense industries of participating nations, has faced rejection from several potential partners.
In early October, New Zealand declined an invitation from Canadian Prime Minister Mark Carney to join negotiations for the organization’s charter. New Zealand officials cited the requirement of an initial $100 million contribution and the expectation of rising subsequent costs as primary reasons for the rejection.
Later in the month, Britain also decided not to join the DSRB, opting instead to support its own Multilateral Defence Mechanism (MDM). While the two nations will not merge their respective financing initiatives, they have agreed to develop a framework for cooperation. Disagreements regarding the DSRB merger included the location of the bank’s headquarters, membership rules, and levels of joint procurement. While the DSRB focuses on supporting defense industries through sovereign lending, the UK-led MDM aims to reduce costs through joint purchasing among NATO allies.
