International sanctions against Russia

Overview

The United Kingdom and Japan have implemented economic sanctions against Russia in response to its aggression in Ukraine.

The United Kingdom has expanded its measures through multiple packages. Initial sanctions targeted the energy sector, disinformation networks, and individuals accused of human rights abuses. Recent actions announced by Foreign Secretary Ed Miliband in Pryluky—following a Russian missile strike that killed 22 civilians—have significantly broadened this scope. The UK has now sanctioned 38 new entities, including oil companies Zarubezhneft and INK Capital, bringing British sanctions to cover more than 90 percent of Russia’s total oil production capacity. Furthermore, 12 additional tankers from Russia’s ‘shadow fleet’ have been restricted, bringing the total number of sanctioned vessels to over 600. To prevent financial circumvention, the UK has also targeted three cryptocurrency exchanges and two payment platforms, including entities linked to Kyrgyzstan, alongside individuals supplying military-critical goods like electronics and ballistic missile materials.

In addition to these economic measures, the UK has pledged £54 million to support Ukraine’s energy infrastructure and humanitarian needs ahead of winter. This includes funds for emergency repairs to the power grid and the installation of generators and solar panels. An additional £6.3 million has been allocated to assist in the investigation and prosecution of Russian war crimes. Following a visit to Pryluky with President Volodymyr Zelensky to inspect the site of a missile strike that killed 22 civilians, including five children, the UK underscored the ongoing humanitarian crisis.

Japan has also targeted Russia’s ‘shadow fleet,’ consisting of 35 vessels used to transport oil and bypass restrictions. Tokyo is also freezing the assets of 33 Russian organizations and nine individuals, while implementing export restrictions following Vladimir Putin’s visit to the disputed Kuril Islands.
